Streaming for a Android Phone

How do I stream video, photo, music or pictures via bluetooth from a Galaxy Note 8 to an ATV 329x? Do i simply need to download an app to do this?

Bluetooth would be slow, especially if you want to stream video.  You should stream over WiFi and there are a number of ways to that.

My personal choice would be to install the AllConnect app on your Note 8 smartphone, which has an simple user interface to select and stream your videos, photos and pictures to your MyGica box.  On the Mygica, you would install and run the BubbleUPnP app, which would receive and display the stream from AllConnect.

You can also use the AllConnect app to stream to Smart TV, Chromecast and Roku devices.
