1800e WiFi won't turn on

I have my 1800e updated to Lillipop 5.1 and the WiFi will not turn on. I have tried the no WiFi fix posted here, but it does a factory reset back to 4.4 KitKat.

 

How do you fix this and make wifi work with Android 5.1?
