How can I develop an Android app for MyGica ATV585?

I have a MyGica ATV585 TV box. I need to develop an Android app and run it on the box. The Android version on MyGica ATV585 is KitKat (4.4). Android only started supporting TV apps in Lollipop (5.0) and later versions.

How is it possible that the ATV585 runs Android 4.4 when the lowest Android TV API is Android 5.0 (Lollipop) ? How can I develop an app for the ATV585?

The app should still work on 4.4

I am using the You Tube Android TV app which is made for Android 6.0 on a 4.4 -585 Box.
