Only 4.76GB of Memory ?

Why is one of my ATV495PRO showing only 4.76GB of memory ?

I tried doing a factory reset in 6.0.1 and even upgrade to  7.1.2 and it still shows the same thing.  Is the internal storage memory defective ?
