Can KODI be configured to operate as a DTV/PVR?

I have heard from a friend that KODI can be configured to be a PVR (my friend does it with KODI on a Windows based machine). I looked into the system settings a bit and the settings seem to be there but one has to pick the correct Add-In for KODI to interface with the ATV586's tuner. Can anyone provide me with some guidance on whether this is possible and if so how?

The ATSC Tuner will not work with KODI on Android.
