Video lagging

I try to listening some movies but the picture is lagging all the way. The sound is ok. I try with usb hard disk and on upnp server. I used kodi and media player, same problem. If I check the cpu usage in Kodi I'm getting most 80 to 100%. Something tell me that is not normal.

Any idea?
